  OBJECTIVE: to establish additional control measures applicable to fishing vessels operating in the NAFO Regulatory Area (relating specifically to the declaration of catches), following the conclusion of an EC-Canada fisheries agreement, signed on 20 April 1995. SUBSTANCE: within the framework of the EC-Canada fisheries agreement, the Community approved the introduction of various new control measures which would apply to Community vessels operating in the NAFO Regulatory Area. These measures included a proposal to require fishing vessels entering and leaving this fishing area to declare their catches through a hail system. The amendments to Regulation (EEC) No 189/92 thus aimed to transpose these new measures into Community legislation in order to facilitate the verification of the volume and composition of catches during inspections at sea and to strengthen the rules governing the declaration of catches in the NAFO Regulation Area (amendment to the information to be transmitted in the declaration of catches, listed in the annex to Regulation (EEC) No 189/92). These amendments did not entail any additional financial costs on the part of the Community and increased only very slightly the financial impact on Community vessels and the number of declarations to be made. �
