In adopting the report by Mr ROTHLEY (PSE, D), Parliament approved the proposal for a regulation with the following amendments: - the measures are authorized up to 31.12.2000 instead of 30.06.2000. As a result, all the dates proposed by the Commission are put back by 6 months; - the number of opportunities for permanent retirement which are not taken up during a particular period are to be deferred to the following period. �

- OBJECTIVE: to introduce permanent retirement measures exclusively for officials of the European Communities in order to meet the recruitment needs resulting from the accession to the Community of Austria, Sweden and Finland and from the acquisition of new powers. - SUBSTANCE: the proposal provides for a certain number of special measures to be taken, up to 30.06.2000, in respect of officials who are to take permanent retirement, as a result of the enlargement of the Community (apart from grade A1 and A2 officials): . officials must be at least 55 years old, . the proposed measures are to be applied with the consent of the officials concerned, . the age, responsibilities, performance, conduct in service, family situation and length of service of the officials concerned are to be taken into consideration when selecting those officials who are to be retired, . the joint committee is to be consulted in each case, . the length of service must not be less than 10 years, . the financial rights of the officials concerned are based on those established by the regulations on staff reductions adopted as a result of the accession of Spain and Portugal, both in respect of family allowances and social security benefits as well as severance pay (70% of the final basic salary up to the age of 65 or, at the latest, up to the date on which the minimum level of old-age pension is reached). The Community institutions are to select those officials who are to take permanent retirement, after having given staff the opportunity to express an interest in such a move, and in accordance with the limits which the proposal has set for each institution: . 100 for the Commission, . 70 for the Council, . 70 for the European Parliament, . 20 for the ESC, . 12 for the Court of Auditors, . 25 for the Court of Justice. �
