- OBJECTIVE: to obtain the approval of an amendment to Article VII of the Gdansk Convention, which the Commission negotiated with the Baltic Commission, in order to establish a closer link between the financial contributions of the Contracting Parties and the extent of the fishing opportunities allocated to them under the Convention. - SUBSTANCE: At the 20th session of the International Baltic Sea Fishery Commission, which was instructed under the Gdansk Convention to coordinate the management of the living resources in the Baltic Sea, the European Commission, acting on a mandate from the Council, negotiated the proposal for an amendment to the Gdansk Convention, to which the European Community acceded on 18.03.1984. In the present proposal the Commission asked the Council to approve the amendment which requested the Contracting Parties to the Convention to contribute to the total amount of the budget provided under the Convention according to the following formula: . one-third of the budget to be divided equally among the Contracting States, . the remaining two-thirds to be divided in proportion to the TACs allocated to the Contracting States, in accordance with the Financial Regulation of the Baltic Commission. The amendment is particularly justified in view of the fact that the fishing resources allocated to the 3 Baltic States, which have recently become Contracting Parties to the Convention, are substantially less than those of the other Parties, including the Community, even though the financial contributions remain the same. The financial impact of this amendment on the Community budget is marginal (the Commission estimates that the Community of Twelve's contribution to the budget of the Convention would thereby increase from US$ 23,843 to US$ 39,253). The amendment will enter into force 90 days after the Depository Government has received notification of acceptance of the amendment from all Contracting Parties. �
