Parliament approved the proposal for a regulation with the following amendments: - Parliament specified the conditions under which the measure could apply: absence of a product in the intervention stocks, but also the presence of health or qualitative constraints in respect of a given product; - it added a paragraph specifying that when bovine meat is unavailable in intervention stocks, purchases can be made on the Community market by mobilizing another meat-based product; - Parliament also called for this measure to be introduced within the framework of the appropriations allocated under the Community budget. �

- OBJECTVE: within the framework of the system for the supply of food to the most deprived persons, to provide for the possibility of mobilizing the products concerned on the Community market, in the event of the temporary unavailability of certain basic products in the intervention stocks. - SUBSTANCE: The system for the supply of food to the most deprived persons in the Community is based on the supply of food from intervention stocks. The current trend towards a reduction in public stocks may, in certain sectors of the market, prevent the implementation of the overall annual food supply plan for the next operating year, which commences on 01.10.1995. For this reason the Commission proposed, as a relay measure, to mobilize on the Community market those products which are temporarily unavailable in the stocks of the intervention bodies. The "relay" system involves purchasing certain products under certain conditions: the use of intervention stocks therefore continues to form the basis of the system and the recourse to mobilization on the market, which is limited to certain products, to certain periods of unavailability and to certain condition, serves as a "relay" instrument. At the same time, and in order to ensure that the system is managed correctly, it was also proposed that this relay-measure would be introduced when the implementation of the annual supply plan involved the transfer of small quantities of intervention products between Member States, in view of the geographical location of the public stocks held in the Community. This system only applies to the supply of products which are subject to intervention purchases, in application of the rules of the market. The conditions of implementation must be defined in accordance with the procedure indicated by the management committee. The measure would be applicable from 01.10.1995. �
