In adopting the report by Mr ARIAS CANETE (PPE, E), the European Parliament approved the proposal for a decision with the following amendments: - from 1996, a new permanent specific budgetary item should be introduced to enable the Union to intervene rapidly in the event of a serious crisis in the fisheries sector. Indeed, the EP felt that the Union did not currently have the financial instruments to deal with situations such as that faced by the Portuguese and Spanish fishermen. This instrument should supplement existing initiatives to help fishermen, the processing industry and related sectors; - all efforts should be made to ensure that fishing activity could resume as soon as possible; - the Commission should submit as soon as possible a proposal aimed at stepping up the adaptation of the fleet to actual fishing opportunities. �

OBJECTIVE: to grant an indemnity to Portuguese and Spanish fishermen who have had to suspend their fishing activities in waters under the sovereignty of Morocco, following the expiry of the EC-Morocco fisheries agreement on 30 April 1995. SUBSTANCE: since the expiry of the EC-Morocco fisheries agreement, 700 Spanish and Portuguese fishing vessels have been unable to carry out their fishing activities. The Commission is thus proposing to minimise the impact of this suspension of activities by granting an indemnity to these fishermen. This indemnity will be granted from 1 May 1995 until the date on which fishing activities are resumed under the new EC-Morocco fisheries agreement and by 31 December 1995 at the latest. The premiums allocated by the Member States to fishermen may not exceed: - ECU 454/man per month between 1 May 1995 and 31 August 1995 and - ECU 620/man per month between 1 September 1995 and 31 December 1995. The indemnity shall only be granted to fishermen working on vessels who had to suspend all fishing activities due to the fact that the fisheries agreement between the Community and Morocco was not renewed. It is estimated that a maximum of 7 402 fishermen shall benefit from the stand-by allowance: 6 285 in Spain and 1 117 in Portugal. �
