  OBJECTIVE: to define the position to be taken by the Community within the EC-Bulgaria Association Council. CONTENT: this proposal for a Council and Commission decision sets out the position to be taken by the Community within the EC/Bulgaria Association Council with regard to the adoption of the necessary rules for the implementation of the provisions of the Europe Agreement on competition rules (Article 64, paragraphs 1 and 2 of the EU/Bulgaria Europe Agreement). In accordance with the provisions of Article 2, paragraph 1 of the decision to conclude this agreement, the Community position within the Association Council is determined pursuant to the corresponding provisions in the treaties establishing the three communities. Articles 87 and 228 of the Treaty on European Union and Articles 65 and 66 of the ECSC Treaty represent the appropriate legal basis for determining the position to be taken by the Community within the Association Council. At the same time, the decision lays down the cooperation procedures between the authorities of the two parties which are responsible for competition and confirms that the principles set out in the block exemption rules in force in the Community also apply. Provision is made for a consultation procedure within the Association Council in the event of disagreement between these authorities.�
