  - OBJECTIVE: to set the guarantee thresholds for leaf tobacco by tobacco variety group for the 1996 and 1997 harvests. - SUBSTANCE: the proposed amendment of Regulation 2075/92/EEC aims to permit Member States to transfer quantities of their guarantee threshold from one variety group to other groups, while ensuring that any resulting increase in the guarantee threshold for one variety group does not entail additional expenditure under the EAGGF. The measure introduces a degree of flexibility into the management of the guarantee threshold. �
