summary
In adopting the report by Mr DANKERT (PSC, NL) the European Parliament took the view that the conditions for inclusion of Bosnia-Herzegovina among the beneficiaries of the PHARE Programme could be regarded as fulfilled only for the time being. It called on the Community to implement the programme in accordance with the criteria already laid down in Regulation 3906/89/EEC, but also in accordance with the beneficiaries' commitment to pluralist democracy based on the rule of law, human rights, the rights of minorities and fundamental freedoms, a multi-party system involving free and democratic elections, to the principles of a market economy and to social justice. It also specified that from 1990 the Commission should draw up each year a report on the implementation of the operations undertaken which would be sent to Parliament, the Council and the Economic and Social Committee. The report would also include information on the implementation of the abovementioned principles and criteria. Finally, it added a paragraph stipulating that an amount, not exceeding ECU 95 m, should be granted to Bosnia in 1996 (additional resources to be made available by the budgetary authority in accordance with the Community budgetary procedures) and limiting PHARE's extension to Bosnia to one year (until 1 December 1996), its extension depending on the effective implementation of the Dayton peace plan introduced in that country. �
