summary
In its recommendation to the Council on relations with Russia and the conflict in Chechnya, the European Parliament roundly condemned the exactions committed against Chechen civilians in violation of basic human rights. Parliament considered that negotiation and political dialogue alone would allow the parties to resolve this conflict and that armed force should be used in strict compliance with the code of conduct of the OSCE and the Geneva Convention. Consequently, Russian troops should be withdrawn. At the same time, Parliament considered that: - the Union should step up its contribution to humanitarian aid (especially medical supplies and reconstruction aid); - this aid should be more visible (cooperation should be arranged in order to implement the aid projects needed to assist the return of refugees). Parliament particularly recommended that the Council: - protest vociferously and visibly to the Russian government; - postpone approval of the interim agreement and ratification of the partnership agreement with Russia until such time as the exactions stop and a start is made on finding a political solution; - stress that human rights violations by Russians are seriously undermining the democratic basis underpinning the Community's economic aid to this country (meaning that this aid could be called into question); - use its influence to persuade the parties to reach a lasting ceasefire and a peaceful solution; - work with OSCE partners and local leaders in order to set up a mediation service for the civil population; - support European Parliament observer missions to monitor any free elections which Chechnya may decide to hold; - make provision for a joint action to observe elections in Russia on 14 December 1995 and ensure that the European Parliament is fully involved in any such action.�
