In adopting the report by Mrs Anne MCINTOSH (PPE, UK), the European Parliament called on the Commission and the Council to act as a catalyst to create the political will required to ease the congestion and crisis situation at certain times of the year in air traffic control. It drew attention, in particular, to the safety risks involved and stated that all measures should be implemented to ensure a high level of safety. The EP welcomed the Commission's communication and called for measures to be taken to: - strengthen the Central Flow Management Unit (CFMU) run by Eurocontrol; - establish the necessary mechanisms to allow a sharing of available air traffic control capacity; - define at Community level minimum service requirements in the event of unexpected serious air traffic disturbances in the Community in order to protect the rights of passengers; - ensure that Member States imposed on both airports and airlines the regular publication of punctuality indicators and statistics on industrial action; - provide political back-up to the operational support of the structure directed by Eurocontrol to ensure its success; - ensure that Eurocontrol examined possible enhancements to air traffic flow management at peak periods; - ensure that the national administrations allocated air traffic control slots in the air traffic system as coordinated through Eurocontrol; - strengthen the existing rules on "first come, first served"; - enable a detailed study of the impact of the existing priority rules on congestion and crisis and of the adjustments that might be made in these situations. The EP also called on the European Union to give its full support to the implementation of the EATCHIP and APATSI programmes as managed by Eurocontrol and called on the Member States to accede to Eurocontrol together with the European Union itself. �

summary
The purpose of this communication is to review the problem of congestion and crisis in air traffic. Having analyzed the reasons for the current situation, the Commission considers that a great deal still needs to be done in order to prevent the recurrence of problems due to congestion in the air and to mitigate the consequences of a crisis. However, even if the outstanding problems are complicated and are such that the answer does not lie in short term action, certain initiatives can be taken and work carried out within the framework of existing structures in order to strengthen and improve the efficiency of the mechanisms and structures recently put in place by: - giving the Eurocontrol crisis management unit greater authority; - defining minimum service requirements in the event of crisis (jointly with all the partners) and examining the introduction of new priority rules for access to air space in normal and crisis situations (in cooperation with Eurocontrol); - publishing comparable punctuality indicators for airports and airlines; - improving air traffic planning and integrating air traffic control (ATC) when allocating slots; - introducing cooperative sharing of the ATC capacity available. The Commission considers that actions to improve the ratio between capacity and demand and thereby minimize the inconvenience of congestion to passengers should not result in renewed efforts to increase the overall capacity of the European air traffic control system. Consequently, it will publish a White Paper on air traffic management by the end of 1995 in order to propose a suitable Community strategy. This paper should focus on: - intervention by the trans-European networks in order to find additional resources from various Community funds, speed up the standardization process needed and encourage regional cooperation projects; - using Community framework R&D programmes in order to design a new concept for the EATMS (European Air Traffic Management System) and the techniques needed in order to deal with the expected increase in demand; - finding the most suitable institutional framework for the supply of air navigation services.�
