Under consultation procedure, the European Parliament adopted the report by Paul A.A.J.G. Lannoye (V,BE), which approves the Commission proposal for a Council directive relating to honey, subject to amendments adopted at the sitting of 14/01/98, together with a compromise amendment making it obligatory that the country of origin be indicated on the label of honeys which originate in a country outside the Community.�

After having voted to alter the legal basis (Article 100a rather than Article 43 of the EC Treaty) and adopted all the amendments proposed by the Committee on the Environment to the proposal concerning the simplification of the vertical directives on food, the European Parliament, in response to a request from Mr Paul LANNOYE (Greens, B), postponed its vote on the legislative proposals. Mr LANNOYE gave as grounds for his request for postponement the Commission's refusal to accept a large number of Parliament's amendments. �

summary
OBJECTIVE: pursuant to the undertakings given by the Community, simplification of certain vertical Directives relating to food to take account only of the essential requirements to be met by the products they cover in order that those products may move freely within the internal market. SUBSTANCE: the proposal for a Council Directive deletes the exemption in Directive 74/409/EEC allowing Member States to authorize designation of industrial or baker's honey as 'honey'. Moreover, the Commission intends to encourage the circles concerned to develop harmonized methods of analysis allowing verification of compliance with the quality specifications for honeys of various botanical or geographical origin. �
