  OBJECTIVE: to adopt supplementary measures for the harmonization of technical requirements and administrative procedures in the field of civil aviation. CONTENT: the Member States, cooperating in context of the Joint Aviation Authorities (JAA), have drawn up common rules for the type certification of small aircraft (JAR 23) in the Normal, Utility, Aerobatic and Commuter categories, and for the certification of small and large rotorcraft (JAR 27 and JAR 29). It is proposed that these harmonized rules be added to Annex II of Regulation 91/3922/EEC to guarantee a common level of safety for the activities in question and to facilitate freedom of movement for small commercial aircraft and small and large rotorcraft, as well as free access within the single market by the recognition of the type certificates provided for in Article 6(4) of the basic Regulation.�
