In adopting the report by Mr Salvador GARRIGA POLLEDO (PPE, S), Parliament approved the proposal for a Council Regulation establishing an integrated administrative and control system for certain Community aid schemes. In its amendments, it called on the Member States to establish, not later than 1 January 1998, central databases in which, together with the registration number, the animal's sex, breed and date of birth, and details of animals arriving at or leaving the farm should be recorded. In addition, the Commission was called upon to report to Parliament and the Council before the end of the first half of 1997 and thereafter annually as to whether the integrated system is operating effectively in all Member States and whether a comparable level of protection of the Community's financial interests is consequently being achieved in all Member States. �

summary
OBJECTIVE: the aim of the proposal amending Regulation (EEC) No 3508/92 is to prolong by one year the period of co-financing of expenditure incurred by Member States in implementing the integrated administrative and control system. SUBSTANCE: the integrated system was established to enhance the effectiveness of the mechanisms for controlling aid schemes linked to area (principally arable crops and beef, sheepmeat and goatmeat) adopted as part of the reform of the Common Agricultural Policy. In view of the difficulties experienced by the Member States in putting in place all the elements of the integrated system, it is proposed that the system's definitive introduction be postponed by one year (to 1 January 1997 and 1 January 1998 for Austria, Finland and Sweden). For the same reason it is also proposed that the co-financing arrangements should be prolonged for one year. The draft Regulation also proposes an amendment to the provisions on the date of the submission of area aid applications to allow the Member States to set that date without requesting the Commission's authorization. �
