  OBJECTIVE: to permit Turkey to participate in the LEONARDO programme. CONTENT: amendment of Council Decision No 94/819/EC on the LEONARDO programme, to enable Turkey to participate in the programme. Turkey's participation will enable Turkish and European students and young people to establish closer links and will help to strengthen democracy and respect for human rights in Turkey. Turkey's financial contribution to LEONARDO will be made either by a direct contribution or by funds made available in the context of EC-Turkey financial cooperation (or a combination of the two).�
