By adopting the report by Mr Honor FUNK (PPE, D) by 247 votes to 137, with 10 abstentions, the European Parliament rejected the Commission's proposals for a reduction in the compensatory payments for arable crops, and especially oilseeds. As regards the deferment of the advance payment (the maximum having been increased to 65% for oilseeds), it called for only the part of the advance payments which could not be covered by the 1997 budget to be paid from 16 October 1997 if the appropriations available for financing the advance prove insufficient. �

While awaiting Parliament’s opinion, the Council held an initial debate on the matter in question on the basis of preparatory work undertaken by the Special Committee on Agriculture. The Council debates served to highlight the wide range of views held on each of the Commission’s proposals. However, it was also possible to identify areas of agreement and a number of convergent positions. In this respect: - there was agreement on the need for raising the intervention limits as a short-term measure; - there was also broad support for the proposal on intervention for grazing animals; - several delegations were concerned about the Commission’s proposal on the reduction of aid for arable crops and took the view that in any case such a reduction should be subject to a time limit, since the budget problem was too; - several Member States were of the opinion that the Commission’s proposal, which sought to delay payments to the oilseed sector, would be an appropriate measure; - there was also broad support for introducing measures aimed at promoting beef consumption.

OBJECTIVE: making savings within the EAGGF Guarantee Section by adjusting compensatory payments for arable crops in order to tackle the problems in the beef sector. SUBSTANCE: the amendments to Regulation (EEC) No 1765/92 proposed by the Commission are aimed at: - reducing aid per hectare (cereals and silage crops; set-aside; oilseeds; non-fibre flax; additional aid for durum wheat); - maintaining compensatory payments for protein plants at their current level; - postponing advances for oilseeds by setting the date from which they may be paid at 16 October; - aligning compensation for set-aside on that for cereals. �
