By unanimously adopting the report by Mr Francesco BALDARELLI (PSE, I), the European Parliament amended the proposal for the amendment of Regulation (EEC) No 1765/92 on the support system for producers of durum wheat. Noting that the rate of compulsory set-aside has fallen substantially (from 15 to 5%), Parliament believes there should be a linear 5% increase in maximum guaranteed areas. Each Member State should establish a reserve of 5% to be used to encourage young farmers to become durum wheat producers. Parliament thus proposes a maximum guaranteed area of 626 850 ha for Greece (instead of the 597 000 ha proposed by the Commission), 199 500 ha for France (instead of 190 000), 1 690 500 ha for Italy (instead of 1 610 000) and 598 500 ha for Spain (instead of 570 000). In Portugal's case it calls for a greater increase (90 000 ha instead of the 35 000 ha proposed) since aid for durum wheat was not introduced in this country until 1991. Parliament also calls for small farmers to be left the option of using non-certified seed in order to maintain biodiversity and for incentives to be provided for the direct production of certified seed by producers' associations, by means of funding for such a measure. �

Following the presentation of the Commission’s proposal, which took place at the meeting on 16-17 September 1996, the Council held a debate on general objectives. During this discussion it became apparent that while a large majority of the delegations might accept the principle of introducing maximum guaranteed areas, differences existed as to the volume of MGAs to be held by each producer country in areas of traditional cultivation as well as in areas of non-traditional cultivation. The Council concluded the debate by asking the Special Committee on Agriculture to continue this work so that a ruling could be given on the matter as soon as Parliament’s opinion was known.

OBJECTIVE: to amend Regulation (EEC) No 1765/92 to ensure a suitable balance between the supply of and demand for durum wheat at a reasonable cost by limiting the supplement to compensatory payments for durum wheat to a maximum area. SUBSTANCE: the measures envisaged should seek only to ensure the appropriate use of areas down to durum wheat. To this end, it is proposed: 1. that a maximum guaranteed area should be defined for each State, to be distributed, if need be, among the various traditional production zones eligible for the supplement to the compensatory payment (ECU 358.6/ha) and the zones eligible for the specific reduced aid (ECU 138.9/ha). It is proposed that the calculation of these maximum guaranteed areas should be based on the applications for aid submitted since the reform began, by reference to the best year for each Member State; 2. that the use of certified seed should be made compulsory (its progressive introduction over a period of three years being envisaged); 3. that measures should be taken to ensure production corresponding to the areas cultivated. �
