In adopting the report by Mr Michael TAPPIN (PSE, UK) Parliament approved the amendment of the articles of the Staff Regulations applicable to officials of the Communities with regard to mission expenses. Parliament hoped for the implementation of an active policy of rationalization of administrative expenditure by all the institutions and considered that common criteria should be established for the provisions governing mission expenses. It also required that: - the budgetary authority must be informed of the annual adjustments in the documents accompanying the estimates of the institutions; - each institution must justify the overall budget adopted for mission expenses in its estimates on the basis of an annual programme of work and it must ensure the strict application of the principles of sound financial management and in particular economy and cost-effectiveness. �

OBJECTIVE: the proposed regulation seeks to revise the daily subsistence allowance rates for officials on mission within the European territory of the European Union. SUBSTANCE: the Commission proposes an early adjustment of daily allowance rates and the ceilings on the reimbursement of hotel expanses incurred on missions within the Member States, including the three new Member States. To ensure uniform application, the proposal takes as its point of departure the scale in force in the European Parliament in 1996 (since 1991 Parliament has made an annual adjustment based on the values for the previous year). The Commission also proposes the introduction of a system for the regular adjustment of the scales on the basis of trends in price indices in the hotel and catering sector as published by EUROSTAT and the exchange rates used for implementation of the EC's general budget. �
