    By adopting the report by Mr Daniel VARELA SUANZES-CARPEGNA (PPE, E), the European Parliament approved the Agreement signed in 1995 relating to the conservation and management of straddling stocks (fish found both inside and outside exclusive economic zones) and highly migratory fish stocks. Parliament proposed the addition of a provision stipulating that the Community will have powers and responsibilities in respect of measures to conserve and manage marine fisheries resources and the Member States will be responsible for measures which, in international law, lie with the State whose flag a vessel flies. �

    OBJECTIVE: on 4 August 1995 the United Nations Conference on straddling stocks (stocks of fish found both inside and outside exclusive economic zones) and highly migratory fish stocks adopted a draft Agreement for the implementation of the provisions of the United Nations Convention of the Law of the Sea of 10 December 1982 relating to the conservation and management of these stocks. The aim of the proposed decision is to enable the Community to ratify this Agreement. SUBSTANCE: the aim of the Agreement, which was signed by the Community on 27 June 1996 and which it is invited to ratify, is to ensure the long-term conservation and sustainable use of straddling and highly migratory fish stocks by providing, among other things, for the strengthening of the international fisheries organizations and international cooperation regarding these stocks. Community fishermen fish these stocks. The ratification of the Agreement by the EC will therefore enable it to monitor very closely and even influence the application and interpretation of these provisions, especially within the regional fisheries organizations. �
