  In adopting the report by Mr Philippe MARTIN (UPE, F) Parliament amended the proposal amending Regulation 1442/88/EEC on the granting of permanent abandonment premiums in respect of wine-growing areas. Parliament has asked that: - areas in respect of which no application was made for a permanent abandonment premium for the 1996/97 wine year may be added to the areas assigned to each Member State for the 1997/98 wine year; - the time limit of 31 December 1996 fixed for eligible producers to present applications for the grant of the premium to the authorities designated by Member States should be postponed until 31 March 1997 (instead of 31 January 1997); - the grant of the premium to be subject to a written declaration in which the applicant undertakes to grub up the vines on the areas in respect of which the premium has been applied before 31 May of the year following that in which the application is submitted. �

  OBJECTIVE: the purpose of the draft Regulation is to facilitate the application to the 1996/97 wine year of the system of permanent abandonment of premiums in respect of wine-growing areas which was extended by the Council on 30 July 1996. SUBSTANCE: it is proposed that the time limit of 31 December 1996 by which eligible producers should present applications for the premium to the authorities designated by Member States should be extended until 31 January 1997. An additional period of one month should facilitate the presentation of applications by eligible producers. �
