    By adopting the report by Mrs Odile LEPERRE-VERRIER (ARE, F), the European Parliament approved Hungary's participation in the Community's programmes in the fields of training, youth and education, albeit drawing attention to the fact that the existing financial endowment of the SOCRATES programme was not adequate to permit balanced exchanges between the Union and associated countries. Accordingly, Parliament called for Hungary to be allowed to participate in this programme only on condition that the budget for the programme had been increased as called for by the European Parliament on 12 June 1997 (see procedural file COD97103 on increasing the budget for SOCRATES. In connection with this procedure, the European Parliament called, at first reading, on 12.6.1997, for the overall funding to be increased from ECU 850 m to 950 m rather than the 900 m proposed by the Commission, particularly to enable the Community to cope with the participation of Central and Eastern European countries in the programme). It also stated that if it was decided to grant Hungary a financial supplement for its participation in Community programmes as laid down in the additional protocol to the Association Agreement between the European Community and Hungary, the Commission must inform the budgetary authority of this beforehand. At the same time, Parliament called for language training activities under the various programmes to concern not only the official languages of the Community but also the official languages of Central and Eastern European countries which were future EU Member States (especially since some of these languages already have official language status in parts of the EU, e.g. Slovene in Austria and Italy). In exceptional circumstances, other languages (e.g. Romany) could be accepted, particularly if the aspect 'respect for lesser-used languages' were to be developed in the programmes concerned. Lastly, Parliament called for Hungary to be closely involved in decisions taken in connection with its association with the Community programmes concerned and for a steering committee to draw up, at the end of the programme, an extremely precise assessment of the activities undertaken and of their impact on the adaptation of Hungary's educational systems.�

    OBJECTIVE: the opening of the LEONARDO, Youth for Europe III and SOCRATES programmes to Hungary and definition of the management conditions and implementing methods for this participation. SUBSTANCE: the draft decision of the EC-Hungary Association Council adopting the terms and conditions for the participation of this country in Community programmes in the fields of training, youth and education deals mainly with the following areas: - Hungary will participate in all measures and actions of Leonardo, Socrates and Youth for Europe in principle on the same footing as the Member States of the Community; - a minimum number of partners from EC Member States will be required for all transnational projects proposed by Hungary; - Hungary shall set up or make available national structures and mechanisms in order to implement its participation; - it should make a financial contribution to the Community budget to cover its participation in these three programmes. This participation will cover the subsidies or other financial aid granted to Hungarian participants, financial support for the functioning of the national agencies, supplementary administrative costs related to the management of the programmes by the Commission. The contribution is set at: . ECU 3 297 000 for the Socrates programme in 1997 (given that Erasmus will not be open that year) then at ECU 4 902 000 a year in 1998 and 1999, . ECU 2 654 000 a year for the Leonardo programme, . ECU 400 000 in 1997, ECU 600 000 in 1998 and ECU 800 000 in 1999 for the Youth for Europe programme, - best efforts will be made to facilitate the free movement and residence of students, teachers, etc.; - Hungary will be associated in the monitoring of its participation in the programmes and will be invited to coordination meetings prior to the meetings of the Programmes Committee (in particular to allow this country to participate actively in the internal Community process on the same footing as the Member States and thus to make this country familiar, with a view to accession, with the Community's decision-making process). It will also be kept informed about the results of these committees; - Hungary's participation will apply for the duration of the programmes ( i.e. until 31 December 1999). �
