  OBJECTIVE: to conclude the Convention on the Transboundary Effects of Industrial Accidents with a view to the realization of the objectives of the environmental policy of the Community. SUBSTANCE: the Commission proposes that the Convention on the Transboundary Effects of Industrial Accidents signed at Helsinki on 18/03/1992 be approved on behalf of the Community with the reservations concerning threshold quantities of Annex I, Part 1 of the Convention for certain substances (Bromine, Methanol, Oxygen and substances dangerous to the environment). The Convention on the Transboundary Effects of Industrial Accidents contains provisions designed to protect people and the environment against the effects of industrial accidents and to promote active international cooperation among the Contracting Parties before, during and after an accident.�
