  Adopting the report by Mr Bill MILLER (PSE, UK), the European Parliament agreed to set up a Committee on Excise Duties composed of representatives from the Member States and chaired by a Commission representative. It asked the Commission to introduce a new computerized monitoring system to work in parallel with the new computerized monitoring systems for Community transit in order to ensure uniformity of treatment of businesses.

  OBJECTIVE: to change the powers assigned to the Commission and the Committee on Excise Duties with regard to excise. SUBSTANCE: the proposal for a Directive concerns amendment of Directive 92/12/EEC with the aim of assigning to the Commission wider-ranging regulatory powers with regard to excise duties. The Commission will be able to adopt the measures necessary for the correct and uniform application both of the provisions of Directive 92/12/EEC other than those already provided for, and of the provisions of the 'structural' Directives. The Committee on Excise Duties will be able to act as a regulatory committee. It will deliver opinions on draft measures submitted by the Commission representative and will act by a qualified majority.�
