    The rapporteur stressed the importance of Parliament having secured the codecision procedure on this issue. This was in fact the first time that the Commission had proposed applying the procedure in accordance with Article 100a of the Treaty as a result of the commitments made to the Committee of Inquiry into BSE. Commissioner Oreja said that the Commission could accept Amendments Nos 1 to 10.

    In adopting the report by Mrs Anne-Christine POISSON (UPE, F), the European Parliament endorsed, with a number of amendments, the proposal for a directive on animal feed, seeking to introduce rules governing the new generation of products known as 'nutritional supplements'. Concerning the definition of the term 'nutritional supplements', Parliament specifies that they are intended to meet temporary nutritional needs (lasting no more than 8 days) in the case of animals the meat or products from which are intended for human consumption. They must not contain medical substances or growth promoters and must supplement rather than replace standard animal feed. �

    OBJECTIVE: to extend the scope of Directive 93/74/EEC to a new generation of products known as 'nutritional supplements for animals'. CONTENT: as feedingstuffs with specific nutritional objectives, nutritional supplements for animals are designed to meet the needs of animals which are in certain physiological states or are living in particular environmental conditions. In order to prevent nutritional supplements evading all regulations, it is proposed, for safety reasons, to extend the principles applicable to feedingstuffs for particular nutritional purposes to this new generation of products. The nutritional supplements will therefore be subject to a Community registration procedure designed to verify their effectiveness and harmlessness. Licences will also be issued by the Commission, after consultation with the Standing Committee on animal feedingstuffs. The Commission will draw up a list of permitted supplements, indicating in each case the precise usage, the individual nutritional characteristics, the obligatory and optional declarations and the conditions of use. The general provisions which apply to feedingstuffs for particular nutritional purposes, in respect of controls, safeguards and freedom of movement, are also to be extended to nutritional supplements. �
