Adopting the report by Mrs Odile Leperre-Verrier (ARE, F), Parliament agreed to participation by the Slovak Republic in the Community programmes Leonardo, Socrates and Youth for Europe. Should the EU budget be required to fund a financial supplement, Parliament calls on the Commission to inform the budgetary authority in advance. It calls for language preparation and training activities under the programmes to be concerned only with the official languages of the Community and the official languages of the CEECs (future EU Member States). It also calls for a steering committee at the end of the programme to draw up an assessment of the activities undertaken and of their impact on the adaptation of school and university educational systems, training and the integration of young people into working life, their integration in terms of European citizenship and their situation in general. �

OBJECTIVE : opening of the Leonardo, Youth for Europe III and Socrates programmes to Slovakia. SUBSTANCE: the draft Decision of the EC-Slovakia Association Council lays down the terms and conditions for the participation of Poland in Community programmes in the fields of training and education. Inter alia, Slovakia will: - participate in all actions of Leonardo, Youth for Europe and Socrates, on the same footing as the Member States of the Community; - provide for a minimum number of partners from EC Member States for all transnational projects it proposes; - set up or make available national structures and mechanisms required for their participation; - pay a financial contribution to the budget of the Community to cover the subsidies or any other financial support from the programmes to Slovak participants, the financial support to the functioning of the national agencies, supplementary and administrative costs related to the management of the programmes by the Commission. Its contribution is: .ECU 940.000 for the Socrates programme in 1997 (Erasmus will not be opened that year) and ECU 2.140.000 per annum in 1998 and 1999, .ECU 2.140.000 per annum for the Leonardo programme from 1997, .ECU 270.000 in 1997 for part of the Youth for Europe programme, ECU 464.000 in 1998 and ECU 702.000 in 1999 for its participation in the whole of the programme. Slovakia will facilitate the free movement and residence of students, teachers, etc. It will be involved in the monitoring of its participation in the programmes so as to enable it to prepare for the Community decision-making process in the run-up to accession. Slovakia's participation will be for the duration of the programmes (i.e. until 31 December 1999).�
