In adopting the report by Mr Edward T. KELLETT-BOWMAN (PPE, UK) on the amendments to to the basic regulation on the European Monitoring Centre for Drugs and Drug Addiction, Parliament welcomed the Commission proposal, which addressed issues of long-standing concern to Parliament with regard to the discharge and financial control of the decentralized bodies. However, Parliament called for: -all of the Centre's revenue to be budgetized and regarded as preallocated resources of the European Union, -the Centre to be able to constitute a reserve to cover future expenditure; surplus revenue was to be paid back into the general budget of the Union, -the entering of amounts in the reserve in the Centre's budget and their withdrawal from it to be subject to the agreement of the Commission, which should first consult Parliament, -the Commission to evaluate the level of the fees received by the Centre after three years. It also recalled that it was a prerequisite to involve Parliament in the discharge procedure.�

OBJECTIVE: to amend Regulation (EEC) No 302/93 on the establishment of a European Monitoring Centre for Drugs and Drug Addiction in order to modify the regulatory framework governing the management of the Centre's budget. CONTENT: the proposed changes relate solely to the power of discharge: as this Centre is basically financed by Community subsidy, it is proposed to grant the power of discharge to the European Parliament at the recommendation of the board of directors of the Centre.�
