In approving Council's common position, Parliament approved a number of amendments including one to increase the budget for 1998-1999 from 64 to 68.4 million EUROS. Parliament also approved the insertion of a reference to Council Decision 99/468/EC which established new procedures for the exercise of implementing powers conferred on the Commission with the aim of improving the involvement of the European Parliament. Parliament's Rapporteur was Ms. Nuala Ahern (Ireland, Greens).�

The common position takes up 3 amendments adopted by the European Parliament in its first reading and accepted by the Commission. On a number of points, it simplifies and updates the Commission's proposal by placing it clearly within the context of the multiannual framework programme for the energy sector which is the subject of Council Decision 1999/21/EC. Furthermore, the common position sets the budget for the implementation of the SAVE programme at 64 million euros (25.6 million for 1998-99 and, in the form of a reference amount, 38.4 million euros for 2000-2002). The programme will be reviewed, taking into account the priority given to activities undertaken in the energy field, before the end of the year 2000.�

The Parliament approved the text of the Commission's proposal subject to a number of amendments that emphasise the need to support energy programmes that result in reduced pollution. The rapporteur was Ms. Undine Bloch von Blottnitz (Green, Germany). The Parliament agreed an additional objective for the programme would be to lay the foundations for the development of new instruments and mechanisms to speed up and co-ordinate market penetration by all sustainable energy technologies. Other amendments stress the importance of energy efficiency in the transport sector, the introduction of measures to encourage the switch from conventional power stations to renewable energy facilities and decentralised heat and power plants, the dissemination of information via networks, specific target groups or consumers in general, and the monitoring of energy efficiency progress.�

OBJECTIVE: as part of the framework programme for energy 1998-2002 (CNS97302), to implement a specific multiannual programme for the promotion of energy efficiency (SAVE). SUBSTANCE: the Commission proposes continuing the SAVE programe, which has the following general objectives: - to stimulate energy efficiency measures in all sectors; - to encourage investment in energy conservation by private and public consumers and by industry; - to create the conditions for improving the energy intensity of final consumption in the Union by 1% per annum over and above any improvements deriving from other sources. The SAVE programme, for which the Commission proposes a budget of ECU 68.4 m for 1998-2002, will comprise six types of action and measure: 1) studies and measures designed to implement and supplement Community schemes for improving energy efficiency (such as voluntary agreements, development of standards, cooperative procurements and legislation); 2) targeted sectoral pilot schemes aimed at speeding up investment in energy efficency and/or improving energy use patterns; 3) measures proposed by the Commission to encourage dissemination of information (exchanges of experience and know-how); 4) measures to encourage the dissemination of information proposed by entities other than the Commission (e.g. universities, public and private organizations, energy agencies); 5) monitoring energy efficiency progress in the Community and in each Member State, and ongoing evaluation and monitoring of the schemes and measures carried out under the programme; 6) specific measures to improve energy management at regional and urban level with the aim of achieving greater cohesion between Member States and regions in the field of energy efficiency.�
