  OBJECTIVE: the object of the draft decision of the EEA Joint Committee is to amend Annex XI to the EEA Agreement by adding recently adopted acquis in the field of telecommunications services. SUBSTANCE: in order to ensure the requisite legal security and homogeneity, the EEA Joint Committee must integrate all the relevant Community legislation into the EEA Agreement as soon as possible after its adoption. The EEA Joint Committee should therefore adopt European Parliament and Council Directive 95/62/EC on the application of open network provision (ONP) to voice telephony. Norway and Iceland are ready to accept this act without any substantive modification, but Liechtenstein has requested a time derogation to the effect that: - it has to comply with the Directive by 1 January 1998, - at the end of this period the EEA Joint Committee will review the situation with a view to possible adjustments required in order to take account of the arrangements for the operation of the fixed public telephone network in Liechtenstein. Liechtenstein nevertheless undertakes to make every effort to apply the Directive. �
