  In adopting the report by Mr Glyn FORD (PSE, UK), the European Parliament amended Rule 75 of its Rules of Procedure concerning the question of delegation to (attendance by substitutes at) the Conciliation Committee in connection with the codecision procedure. In future, substitutes will be able to participate in the deliberations of the committee at the same time as the full members, whereas hitherto they have been allowed to attend only if the full members were absent. Parliament also amended another part of the same rule such that in future the deliberations will no longer be held in camera. However, in order to maintain the confidentiality of the deliberations, they will not be public either. Thanks to this amendment, members of the Commission may be present during the vote of the committee. Parliament instituted a requirement for the Conference of Presidents to draw up procedural guidelines for the work of the delegation to the Conciliation Committee (particularly because of the enlarged composition of the Conciliation Committee due to the preceding amendments).�
