    OBJECTIVE: in the context of the pre-accession strategy, opening up the Community programme for energy efficiency (SAVE II) to Romania for the years 1998 to 2000. SUBSTANCE: This proposal for a decision by the EC-Romania Association Council establishes the terms and conditions for that country's participation in the SAVE II Community programme. In particular, Romania: - will participate in all the programme's activities on the same terms as the Member States and in conformity with the objectives, criteria and procedures of the programme; - will apply the same terms and conditions for the submission, assessment and selection of applications as those applying to the Member States; - will provide for a minimum number of partners from the Member States to be included in all proposed transnational actions and projects; - will pay a financial contribution to the Community budget to cover its participation in the programme. This contribution will cover financial assistance granted to Romanian participants in the programme and the supplementary administrative costs related to the Commission's management of the programme. This contribution will be ECU 560 106 per year in 1998, 1999 and 2000. The Community will partly cover the cost of these contributions by taking the appropriate sums from the annual PHARE allocation to Romania (PHARE is to contribute ECU 417 600 in 1988, ECU 261 000 in 1999 and ECU 104 400 in 2000, the rest, including the administrative costs relating to the management of the programme, to be covered by Romania's national budget). Romania will be involved in monitoring its participation in the programme in preparation for its participation in the Community decision-making process when it becomes a member (in particular, by taking part in coordination meetings prior to the meetings of the SAVE committee and being informed of that committee's results). Romania will participate for the duration of the programme (until 31 December 2000). �
