The Council's common position accepts in substance the Commission's proposal by only bringing about some amendments, that the Commission is able to accept. These amendments further clarify the intention of the measure and strengthen it in the light of the BSE and dioxin crisis. The main amendments introduced by the Council aim essentially to : - harmonise the terminology used in Community legislation in force, in particular the replacement of the word "marketing" by "putting into circulation", which had been introduced in Community legislation in the last decade; - specify that the quality of compound feedingstuffs for animals depends also on the minimum storage life of additives contained in the feed material and requires that this is made clear to the end user; - introduce a distinction as regards the quality requirements for the feed materials that are put into circulation and those which are put to direct use in animal nutrition. It is provided that neither may represent a danger to animal or human health or to the environment; - guarantee the traceability of a wider range of feed materials than those covered by Directive 90/667/EEC.�

OBJECTIVE: to amend Directive 79/373/EEC on the marketing of compound feeding stuffs and Directive 96/25/EC on the circulation of feed materials. SUBSTANCE: Very often feed materials for animals are produced and used as such by livestock farmers without being put into circulation; they are not then subject to the rules introduced by Directive 96/25/EC. It is therefore proposed to extend the field of application of Directive 96/25/EC and to amend its title accordingly so that in future the Community rules will legally encompass not only the putting into circulation of feed materials but also their use. The amendment will have the effect that the principle that feed materials must be sound, genuine and of merchantable quality will apply in future to all products used as animal feed. It is also proposed to require that feed materials must not present a threat to the environment. With regard to the amendment to Directive 79/373/EEC, the proposed measures provide that the registration number must also be shown on the label or in the document accompanying compound feeding stuffs, as is required already in the case of the approval number. �
