This Commission Report is being presented in order to assess the implementation of EU Council Decision 1999/297, which establishes a statistical information infrastructure relating to the audiovisual and related sectors. A growth in the audiovisual sector during the 1990's, combined with the audiovisual service sector being incorporated into the GATS basket, prompted the EU to devise a common pan-European infrastructure on collecting and disseminating statistics in this sector. The information gathered is being used to meet the statistical needs of the Commission, the Member States, industry and a wide range of other users. In assessing the implementation of the Decision, the Commission concludes that the actions carried out have been fairly successful – given the limited resources available within both Eurostat and the national authorities. Certain problems, nevertheless, do exist and they relate to a low response rate from the Member States, delays in answering questionnaires and the non-participation of some countries. The Commission believes that this can largely be attributed to a lack of human and financial resources. In summary the Commission states that the implementation of Council Decision 1999/297/EC has produced relevant results in terms of:

- Establishing a common methodological framework at a Community level.

- Contributing to capacity building in the Member States through the execution of pilot actions.

- Increasing the regularity and timeliness of collecting and disseminating industry statistics.

- Improving the comparability and harmonisation of statistics in the audiovisual and related sectors.

In spite of this positive picture the Commission feels as though more could be done to turn audiovisual statistics into "quality statistics". In order to help such a transition the Commission proposes the following recommendations:

- Member States should provide Eurostat with complete and timely data, respecting the concepts and definitions as set out in the methodological framework. Such actions would need to cover both technical aspects and the availability of a new Community framework.

- Eurostat should be put into a position where it can evaluate the quality of the data provided by the national authorities.

- The methodological framework and the data collection should be updated in order to improve their relevance and to take account of areas that have not yet been covered by the existing Decision – such as employment and trade aspects.

- Measures should be taken to help the new EU Member States to adapt their national statistical system.

In conclusion, the Commission, though recognising the importance of audiovisual statistics, accepts that it is of lower relevance that other EMU related statistics – particularly those relating to competition and employment issues. As a result of such priority-setting measures the Commission is, under current circumstances, not in a position to pursue the work on statistics relating to the industry and markets of the audio-visual and related sectors.
