    The draft council decision establishing a Community statistical information infrastructure relating to the industry and markets of the audiovisual and related sectors was approved by the European Parliament, subject to amendments, notably in the following areas: - requiring pilot studies to be reviewed to ensure they meet user requirements, particularly with a view to minimising additional burdens on SMEs; - requiring the scope of the draft decision for the audiovisual sector to be laid down before establishing a Community statistical information infrastructure; - detailing the principles laid out in Council Regulation 322/97/EC on Community Statistics, which govern individual statistical actions; - requiring Community statistics on the audiovisual sector to be kept separate from statistical analysis by the European Monitoring Centre for Audiovisual Media in order to avoid duplication of effort; - allowing for recourse by the Community to the Monitoring Centre's surveys in case of need; - providing for data collection and the testing of methods via voluntary pilot studies as a further means of achieving the draft decision's principal objective; - extending the duties of Eurostat within the framework of the draft decison to include assessment of the relevance of, and future need for, statistics in the audiovisual sector with particular regard to the development and employment, training and equal opportunities policy; - requiring the Commission to present an interim report no later than two and a half years following the decision's entry into force as well as a final report no later than five years after the decison's entry into force; - providing that these reports should consider, inter alia, the relevance of collecting statistics in the audiovisual sector given the priorities of the 1998-2002 Community Statistical Programme and the resources available; - allowing the Commission to propose improvements to the decision's operation, following these reports. The European Parliament's rapporteur was Friedrich Wolf (V/DE).�

    PURPOSE: to gain a deeper insight into the industry and the various markets of the audiovisual and related sectors, their constituent parts and their development, by establishing an appropriate statistical information infrastructure. CONTENT: the draft decision provides for the development by the Commission, in the framework of a Community statistical information infrastructure relating to the industry and markets of the audiovisual and related sectors, of the preparation and consolidation of an institutional and functional reference methodological framework and of a Community statistical system based on the compilation of existing data.�
