  Under consultation procedure without debate, the European Parliament adopted the legislative resolution by Brian Simpson (PSE,UK) which approves the conclusion of the agreement in the form of an exchange of letters between the European Community and the Republic of Slovenia concerning the system of ecopoints to be applied to Slovenia transit traffic through Austria as from 1st January 1997.�

  OBJECTIVE: to approve an agreement between the Community and Slovenia concerning the management and control of the ecopoints system for Slovenian transit traffic through Austria. SUBSTANCE: In accordance with the transport agreement between the parties, a system of ecopoints equivalent to that applicable to Community heavy goods vehicles in transit through Austria is to apply to Slovenian transit traffic from 01.01.1997. However, the agreement does not specify the method of calculation and the detailed rules and procedures for the management and control of the ecopoints, which are to be agreed by means of an exchange of letters between the Contracting Parties. This is the purpose of the proposal, which establishes the number of ecopoints allocated to Slovenian trucks for the period 1997-2003 on the basis of the 'no less favourable treatment for Community heavy goods vehicles' principle. The exchange of letters also indicates the appropriate documents, rules of procedure and methods of control for managing the system.�
