In adopting the report by Mr Mark HENDRICK (PSE, UK), the European Parliament supported the proposal, while stressing the need to keep to a minimum the burden placed on reporting agents. In meeting its statistical reporting requirements, the European Central Bank should observe the principles which apply to the collection of all Community data and all other statistical activities, particularly observance of scientific principles, impartiality, the comprehensibility of results, the requirement of publication and the right of reporting agents to be consulted. Parliament also wished a clause to be inserted making it possible to waive sanctions if the national authorities or economic operators (required to report data) could demonstrate that they failed to provide the required data for reasons beyond their control. Reporting agents should have the right to obtain information on the legal basis for the communication and use of the statistical information and the protective measures adopted.�

OBJECTIVE: recommendation of the European Central Bank for a Council Regulation concerning the collection of statistical information by the European Central Bank. SUBSTANCE: statistical information should be an effective instrument for the performance of the tasks of the European System of Central Banks (ESCB). This proposal for a regulation therefore concerns the way in which the definitions and procedure for the collection of statistical information should be structured so that the European Central Bank (ECB) has the ability and flexibility to avail itself in a timely manner of high-quality statistics which reflect changing economic and financial conditions and take account of the burden imposed on reporting agents. The main aspects of the proposed regulation are: - reference reporting population; - modalities for the definition of statistical reporting requirements; - obligations of Member States; - right of verification and compulsory collection of statistical information; - imposition of sanctions; - confidentiality regime. �
