At the request of the Italian delegation, the Council discussed the question of interim measures requiring the labelling of animal feed containing genetically modified plant products as from July 2001 at the latest. It was underlined that there is an agreement that common rules for GMO labelling of feeds should be provided without delay. It also urged the Commission to speed up work on presenting a proposal. �

In adopting the report by Mr Kenneth D. COLLINS (PSE, UK) Parliament approved the proposal for a regulation subject to 11 amendments which sought to: - allow tests to be carried out to establish the presence of protein. If genetically modified proteins are detected this should be indicated; - eliminate the ambiguities in labelling. If protein or DNA resulting from genetic modification are detected this should be indicated; - stipulate that in the event of chance contamination a minimum threshold of genetically modified ingredients must be present before it is compulsory to indicate them; - call for similar provisions to be applied for all novel foods. Finally Parliament hoped that the Commission would invite the Scientific Committee for Food to examine before 31 December 1998 the practicality of setting a de minimis threshold for modified protein or DNA below which a product would be considered to be unmodified and if necessary to forward appropriate proposals. �

OBJECTIVE: to make it compulsory to indicate on the labelling of certain foodstuffs produced from genetically modified organisms particulars other than those provided for in Directive 79/112/EEC. SUBSTANCE: the proposal for a Regulation applies to foods and food ingredients which are to be delivered as such to the final consumer produced, in whole or in part, from: - genetically modified soya beans covered by Decision 96/281/EC; - genetically modified maize covered by Decision 97/28/EC. It is proposed that the above foodstuffs be subject to additional labelling requirements. �
