  OBJECTIVE: the draft decision by the EEA Joint Committee concerns the amendment of Annex XI to the EEA Agreement relating to telecommunication services, with the aim of integrating the Community acquis recently adopted in this field. SUBSTANCE: in order to ensure the requisite legal security and homogeneity, the EEA Joint Committee is to integrate all the relevant Community legislation into the EEA Agreement as soon as possible after its adoption. The draft decision is intended to amend Annex XI to the EEA Agreement to take account of the Community acquis with regard to telecommunication services (Directive 97/33/EC on interconnection in telecommunications with regard to ensuring universal service, and Decision 710/97/EC on a coordinated authorisation approach in the field of satellite personal- communication services in the Community). No transition period is provided for.�
