    PURPOSE : this draft decision of the EEA Joint Committee aims at modifying annex XI (Telecommunications Services) to the EEA Agreement. CONTENT : In order to ensure the requisite legql security and homogeneity, the EEA Joint Committee is to integrate all the relevant Community legislation into the EEA Agreement as soon as possible after its adoption. The EEA Joint Committee, therefore, should adopt Directive 97/13/EC of the European Parliament and the Council on a commmon framework for general authorisations and individual licenses in the field of telecommunications services. The proposal includes an adaptation according to which Liechtenstein may subject individual licenses to particular conditions that stem from the very small size of the network and need to replace the monopoly arrangement with Switzerland. In order to achieve a convergence in the application of a third-country regime, the Community engages itself to exchange information and to have consultations with EEA-EFTA States when it negotiates with a third country.�
