    PURPOSE: in the context of the pre-accession strategy, the opening to the Czech Republic of certain Community programmes in the field of health and social policy for the years 1999 and 2000. CONTENT: this proposal for an EC-Czech Republic Association Council Decision lays down the conditions and means for the participation of this country in several Community programmes in the area of health and social policy : health promotion, the prevention of AIDS and other transmissable diseases, combat against cancer, drugs prevention and the programme for equality of opportunity between men and women. In particular, the Czech Republic: - will participate in all the actions within these programmes under the same conditions as the Member States and in accordance with the objectives, criteria and procedures laid down for these programmes; - will provide a minimum number of partners for Member States for all the actions and transnational projects put forward; - will pay a financial contribution into the Community budget to enable its participation in these various programmes. This contribution will cover financial aids to the Czech participants for their participation in the programmes and will vary depending on the programme. The Community will take this contribution into hand and will withdraw the necessary amounts from the annual Phare budget for the Czech Republic. The Phare contribution, however, will not cover the equivalent of administrative amounts imputable to the management of the programmes by the Commission which have to be paid in total from the Czech Republic's national budget. Overall, this financial contribution will amount to 1,757,540 euros for the 2 years under consideration (half from Phare) to which should be added the administrative expenses for the management of the programmes (123,026 euros). The Czech Republic will be involved in the follow-up of its participation in the programmes concerned with a view to preparing itself for the Community decision-making process in the perspective of EU membership (in particular, by participating in programme coordination meetings and by being informed of the results of these meetings). The participation of the Czech Republic will be valid for the entire duration of the programmes (in other words, until 31.12.2000).�
