  PURPOSE: the approval, in the name of the Community, of the amendments to the Annexes to the Helsinki Convention on the protection of the marine environment of the Baltic Sea Area. CONTENT: Since 1974, the Community has been party to the Convention on the protection of the marine environment of the Baltic Sea Area (Helsinki Convention), revised in 1992. In March 1998, several amendments were made to the Annexes of this Convention as follow: 1) Prevention of pollution from agriculture and the introduction of environmental permits; 2) Prevention of pollution from shipping (introduction of a compulsory system whereby ships would be required to deliver all garbage to a port reception facility and setting strict standards regarding the equipment to be used by certain categories of ships for the discharge of their sewage). In its role as contracting party, the Commission is required to approve these amendments since, in accordance with the Convention, they are applicable to all the parties at the end of a period fixed by the Helsinki Commission (in this case 01.01.1999). This proposal for a decision specifically seeks to incorporate these amendments so that they are applicable to the Community.�
