summary
PURPOSE: in the context of the pre-accession strategy, the opening up of certain programmes in the fields of health and social policy to the participation of Slovenia. CONTENT: this proposal for a Decision of the EC-Slovenia Association Council lays down the terms and conditions for the participation of Slovenia in a number of Community programmes in the area of health and social policy: health promotion, the prevention of AIDS and HIV and other transmissible diseases, combat against cancer, drugs prevention and the programme for equality of opportunity between men and women. In particular, Slovenia: - will particpate in all the actions within these programmes under the same conditions as the Member States and in accordance with the objectives, criteria and procedures laid down for these programmes; - will include a minimum number of partners from the Member States of the Community for all the actions and transnational projects put forward; - will pay a financial contribution into the Community budget to enable its participation in these various programmes. This contribution will cover financial assistance given to Slovenes for their participation in the programmes and will vary depending on the programme, as well as supplementary costsof an administrative nature related to the management of the programmes by the Commission stemming from Slovenia's participation. Slovenia has officially stated that it will not request any part of its financial contribution to be paid from its Phare allocation. The following is the breakdown of Slovenia's contribions to the various programmes: 1) Health promotion: 34,187 euros (2,237 euros to cover administative costs); 2) Combating cancer: 59,256 euros (3,876 - admin. costs) 3) Prevention of aids and other communicable disease: 45,582 euros (2,982 euros for admin costs); 4) Drugs dependence: 22,791 euros (1,491 - admin costs); 5) Equal opportunities: 33,792 euros (2,210 admin costs). For every financial year, the aggregated amount of subsidies or any other financial support received from the programmes by the Slovene beneficiaries will not exceed the contribution paid by Slovenia, after deduction of the supplementary administrative costs. Should the contributions paid by Slovenia to the general EC budget, after deduction of the supplementary administrative costs, be higher than the aggregated amount of subsidies or other financial support rreceived by the Slovene beneficiaries from the programmes, the Commission will transfer the balance to the next budgetary exercise, and it will be deducted from the following year's contribution. Should such a balance be left when the programmes come to an end, the corresponding amount will be reimbursed to Slovenia. Slovenia will be involved in the follow-up of its participation in the programmes concerned with a view to preparing itself for the Community decision-making process for when it becomes an EC member state (in particular, by participating in programme coordination meetings and beinginformed of the results of these meetings). Slovenia's participation will be valid for the entire duration of the programmes (up to 31.12.2000).�
