  The European Parliament adopted it report drafted by Mrs IZQUIERDO ROJA (PES, Spain) on amending the system applicable to certain grain legumes, subject to three amendments: - the Commission should look at ways of improving the system and at including vetches without cutting the level of aid; - the Commission must submit a report on the application of the system by the end of 2002.�

  PURPOSE : to amend the system applicable to certain grain legumes by separating lentils and chick peas for human consumption, on the one hand, and vetches for animal consumtion, on the other. CONTENT : the Commission feels that the system should continue in its present form: that is an MGA of 400 000 ha aid at EUR 181/ha. However, MGA overruns demonstrate that developments in cultivated areas need to be better managed. The Commission proposes to take account of the different uses of the products: human food for lentils and chick peas and animal feed for vetches. It proposes to subdivide the MGA on the basis that, on average, lentils and chick peas accounted for some 40% of the area aided and vetches for 60%, giving 160 000 ha and 240 000 ha respectively, so that the production of grain legumes in the European Union would be better managed. The Commission also proposes to change the competent management committee so as to align the regulation with practice by replacing the Management Committee for Dried Fodder with the Management Committee for Cereals.�
