On 10 December 1999, the Commission submitted to the Council a proposal for a Regulation of the European Parliament and of the Council concerning the distribution of authorisations among Member States received through the Agreements between the European Community and the Republic of Hungary establishing certain conditions for the carriage of goods by road and the promotion of Combined Transport. On 27 April 2000, the proposal was endorsed by the Economic and Social Committee. On 25 October 2000, the European Parliament delivered its opinion on the proposal at the first reading. The Commission has accepted the amendment, for the following reasons : - because the change in date at which new permits are distributed will have no negative effect on the well-functioning of the Regulation and may, indeed, improve its practical operation. The Commission therefore modifies its proposal so as to allow for a new deadline to be introduced by which permits are to be distributed. �

PURPOSE : Proposal for a Regulation to distribute authorisations among Member States which are received through Agreements with Bulgaria and Hungary on road transport and the promotion of Combined Transport. CONTENT : The European Community will receive road transit authorisations from Bulgaria and Hungary, which will facilitate road goods transit between Greece and the other Member States through the corridor comprising Bulgaria, Romania and Hungary. The Commission proposal: - establishes a method of allocation of the authorisations - lays down the number of authorisations to be received by each Member State; there are provisions enabling the Commission to propose modifications to the allocation; - provides that Member States will distribute the authorisations amongst undertakings in their countries according to objective and non-discriminatory criteria; - makes provision for authorisations which are not used.�
