The European Parliament adopted its report by Mr. William NEWTON-DUNN (EPP/ED, UK) concerning the Federal Republic of Germany's initiative on the improved exchange of information to combat counterfeit travel documents. The Parliament's main amendments are as follows: - the proposal should be for a Council Regulation and not a Decision (in order to obtain a legal basis and legal form appropriate to the priority objective of the measure), - various amendments seeking to integrate the proposed information exchange system concerning false travel documents into the European computerised image archiving system (FADO), instituted by the Council in 1998, once it is fully operational, to avoid having two parallel systems.�

PURPOSE : to improve the exchange of information between the Member States concerning false documents. CONTENT : on the German Federal Republic's initiative, the Council is proposing the adoption of a decision aiming to improve the exchange of information in the framework of the fight against the forgery of travel documents. To this end, a notification system on the detection of forgeries will be set up and its objectives will be : - to facilitate the detection of forged travel documents at the time of their control; - to increase the efficiency of the search for stolen documents. In this context, particular attention shall be given to serial numbers of travel documents. The exchanges of information will not cover personal details. It should be noted that, in the Annex of the proposal, there is a model form type for the exchange of information, as well as a questionnaire for the study of people using false documents using the information passed on by the Member States.�
