Adopting the report by Anna Terrón I Cusí (PSE,ES) on facilitator networks, the European Parliament approves the draft joint acion, subject to the following amendments: - Mediterranean countries adjoining EU countries shall be invited to participatein the early warning system created by the joint action; - the joint action shall remain in force for 12 months and a new proposal for an action to replace it shall be proposed at least 6 months before it expires; - 3 months after the entry into force of the Amsterdam Treaty, a new proposal for a regulation should replace this joint action.�

OBJECTIVE: to install a rapid warning system for the transfer of information regarding illegal immigration and smuggling channels. CONTENT: based on the premise that Member States are the target of constant illegal immigration coordinated by international smuggling organisations, this draft joint action, based on Article K.3 of the Treaty on European Union, proposes the installation of a specific rapid warning system to communicate information on illegal immigration and smuggling channels, including the largest possible number of source countries (particularly central and eastern European countries), transit and destination of immigrants. In this way, the appropriate services will be informed as soon as possible of the possible risks and dangers in order to be able to establish the appropriate means to combat illegal immigration and to react quickly and in a targeted way in this area. The proposed system will consolidate the efforts already made within the framework of CIREFI.�
