Adopting the report by Karsten Friedrich Hoppenstedt (PPE,DE) on the Hannover Universal Exhibition, the European Parliament wishes to be more directly involved in deciding upon the programme of activities at Expo 2000, in collaboration with the other Community institutions represented at Hannover. It calls on the Commission to keep it regularly informed of the proposed programme of activities and assigns responsibility to its Secretariat-General for drawing up a programme of European Parliament activities and presentations for Expo 2000. The report requests that, when programming the EU presentations, cooperation should be established between the Hannover Universal Exhibition and the "European Capitals of Culture" for the year 2000, in order to raise awareness among citizens of the realities of the European construction and the role played by the EU in the world. It also requests that programming the activities of Expo should guarantee the involvement of a wide range of the population. It considers that, among the sub-themes envisaged for Expo, the problems of "North-South solidarity" should also be included as well as "social justice" and "respect for cultural diversity". In terms of the budget, the Parliament considers that the proposed reference amount (EURO 15.44 million) represents a minimum amount. It adds that complementary financing will be required from the 2000 budget in order to ensure the anticipated impact of Expo is actually realised. It further considers that private sector sponsorship for various aspects of the EU's participation in Expo should be encouraged. Stressing the responsibility of Directorate-General X (DG X) of the Commission, the report recommends the establishment of a Commission inter-service task force as well as the creation of working group incorporating the competent services of the Parliament and the Commission and those of the other institutions present at Hannover. To this end, it recalls that sufficient resources should be provided for by DG X in order to meet the needs of the Parliament and its representation at Expo. Finally, it hopes that the Universal Exhibition will act as an interface with other events occurring around the same time, such as the Olympic Games.�

summary
PURPOSE: to ensure the participation of the European Union in the Hanover universal exhibition in the year 2000. CONTENT: From 01/06/2000 to 31/10/2000, Honover will be hosting the next universal exhibition with the triple-them "Humankind - Nature - Technology". The purpose of this communication is to present the shape and aims of the Union's participation in this world event. According to the document, the Union's particpation should be based around the following objectives: 1) to demonstrate the added value of the EU Member States working together, through the EU's institutions; 2) to present a coherent and global vision, as shared by all EU institutions, of how to achieve a balanced and harmonious co-existence of humankind, nature and technology; 3) to show to the citizens of Europe, in a visual and challenging way, how Europe has developed democratically over the past 50 years since the Schuman Declaration in 1950 and how it is capable of meeting the challenges of the next 50 years. In this context, at the time of EXPO 2000, the Union should relate a clear message as to the role which the Member States expect to play in the face of the technical and environmental challenges of the next millenium. EXPO 2000 should also be an occasion to mark the 50th anniversary of the Robert Schuman Declaration on the creation of the Community. As a result, given the general theme of EXPO, it is proposed that the EU pavillion should focus on the idea of a better society, to be achieved through sustainable development, particularly in an urban context, under the slogan "facing the challenges for a better quality of life in the 21st century" by calling on the most recent innovations in interactive audiovisual and electronic technology available. The Commission document further gives indications as to the shape and size of the EU pavillion (around 3,000 m·, opposite the German Pavillion). It also gives indications of the costs of renting the pavillion (in the order of EURO 2.7 million for the duration of EXPO, not including erection and decoration of stands). Other typically European events are expected in the framework of EXPO, for example a stand entirely dedicated to the EURO or participation in several cultural events outside the EU pavillion. The Commission considers that the totla cost of the EU's participation in EXPO 2000 should be in the order of EURO 15.44 million (running costs and human resources included). It is intended to seek appropriate sponsorship from the private sectorfor various aspects of the EU's participation in EXPO (eg. professional associations in the computer and telecommunications sectors...).�
