The Council considers that its common position constitutes a balanced text, which will contribute to both the improvement of quality education in school education at Member State level and cooperation at European level. Furthermore, the common position has accepted - either in full, in substance or in part - the amendments proposed by Parliament and accepted by the Commission, particularly with regard to: - strengthening the follow-up measures recommended in the Commission's proposal; - introducing explicit references to the crucial role played by performance indicators and benchmarks; - extending and clarifying the political scope of the recommendation; - introducing new recitals which clarify the proposal and stress the various objectives behind efforts to evaluate the quality of school education.�

The European Parliament, in its first reading, adopted a resolution drafted by Marieke SANDERSTEN HOLTE (ELDR, Netherlands) amending the proposal for quality evaluation in school education. The major amendments are as follows: -emphasis is laid on ensuring that the initiative includes women and girls and groups that have been excluded in the past. -emphasis is also placed on the use of modern information and communication technologies in exchanging information and good practice. -further details of "quality evaluation" are added, such as the requirement for an inventory of the instruments and strategies for quality evaluation in primary and secondary education already in use in Member states. -associated countries should be allowed to participate in the development of quality evaluation methods; -Parliament emphasised encouraging the involvement of school stakeholders, namely teachers, pupils, management, parents and experts, in the process of external and self-evaluation in schools to promote shared responsibility for the improvement of schools.�

Much to the regret of both the Parliament and the Commission, the efforts of both institutions for the proposal to be adopted in one reading or, in other words, for a compromise with the Council to be reached before the vote, had failed. �

PURPOSE : Proposal for a Recommendation on European co-operation in quality evaluation in school education. CONTENT : The proposal sets out recent Community action in this field, notably a pilot project conducted in 1997. It emphasises the diversity of European education and training systems and states that Community action in the field could have an added value in so far as the exchange of information and experiences puts national systems in a new perspective and might inspire innovations. The proposal makes several specific recommendations and explains their aims : The Commission recommends that Member States support the improvement of quality in school education by: - Supporting and, where appropriate, establishing transparent quality systems, primarily with the aim of encouraging school self-evaluation, as well as clarifying its purpose and the conditions for its exercise. - Supporting and developing systems of external evaluation - Encouraging the involvement of all school stakeholders in the evaluation process - Supporting training in the management and use of self-evaluation - Supporting schools' capacity to learn from each other nationally and on an European level - Promoting European networking - The Commission will establish a database containing information on tools for self-evaluation and examples of best practice. It will be available on the Internet. Triennial progress reports would be presented.�
