  In this procedure without report, the European Parliament adopted one technical amendment to the Commission's proposal. The original proposal took 1996 as the base year for calculating the quotas. However, the market has changed considerably in the meantime with a number of new importers entering the market, who would all be deprived of a quota allocation in the future if the base date remained unchanged. The amendment suggests 1999 as the new base date, which will enable more companies to obtain a share of the market.�

  PURPOSE : to present a proposal for a regulation amending Regulation on substances that deplete the ozone layer as regards the base year for the allocation of hydrochlorofluorocarbons. CONTENT : this proposal for an amendment to Regulation of the European Parliament and of the Council on substances that deplete the ozone layer is necessary because the date currently contained in this Regulation for determining the allocation of quotas of hydrochlorofluorocarbons is inappropriate and if kept could result in the Community being open to legal challenge.�
