  The European Parliament adopted the report by Mr Miguel Angel MARTINEZ MARTINEZ (PES, E). (Please refer to the previous text). Moreover, it should be recalled in the year 2000 the ACP-EU Joint Assembly was reborn as a fully-fledged parliamentary body, the 'Joint Parliamentary Assembly', under the Cotonou Partnership Agreement between the EU and its former colonies. The Agreement gives the Assembly new powers and an explicitly political role in the development process. Its task is to hold the ACP and EU governments and the Commission accountable for implementing the Agreement and to act as the 'prime mover' of the political dialogue which is to be geared to promoting democracy in the ACP states and is the cornerstone of the newly defined relationship between the EU and its ACP partners.�
