summary
In its resolution, which was adopted without amendment, the Parliament reiterated its opposition to the death penalty and called for the Commission to take all steps to ensure its abolition. In particular, the Commission is urged to make full use of the 2000 budget lines on democracy and human rights to support any initative which may contribute to the abolition of capital punishment or the promotion of a universal moratorium on it. There is also a call for the Commission to consider the abolition of the death penalty and the universal moratorium on capital punishment as a crucial factor in EU/third country relations. Finally, the House urged the EU to adopt a common and coordinated approach in the United Nations focusing on the strengthening of international cooperation to achieve a universal moratorium on capital punishments and an eventual abolition of the death penalty. Furthermore, Commissioner Chris Patten in particular stressed his longstanding opposition to the death penalty and welcomes the consensus across the House.�
