PURPOSE: to present a proposal for a Council Decision concerning the conclusion of the Agreement between the European Communinty (EC) and Romania establishing certain conditions for the carriage of goods by road and the promotion of Combined Transport. CONTENT: In the context of the completion of the internal market and the implementation of the common transport policy, it is essential for the Community to ensure that Community goods in transit through Romania, can flow as quickly as possible and efficiently as possible. Against this background, the scope of the Agreement shall cover four main areas as follows: 1) market access for transit traffic in the field of transport of good by road; 2) legal and administrative supporting measures including commerical, taxation, social and technical measures; 3) co-operaiton in developing a transport system which, inter-alia, meets enviromental needs; 4) a regular exchange of information on the development of transport policies of the Contracting Parties. Other provisions in the proposed Agreement relate to supporting measures, road transport, access to market, fiscal provisions, social provisions, technical provisions, simplication of formalities and widening of the scope of the Agreement. With regard to the authorisations in particular, for each calender year it is proposed to grant access to transit traffic by goods vechicles through the territories of the Member States of the Community and Romania by means of authorisations as follows: - the Community will receive 14000 authoriations valid in Romania; - Romania will receive 7000 authorisations valid in the Member States of the Community for which adhesive stamps are attached; - Romania will receive 3000 adhesive stamps for each Member State of the Community.�
